The nature of their daily work environment provides them with an enhanced understanding of their community the general public does not share. This heightened community awareness, as well as the possibility that they may encounter terrorists unknowingly while conducting patrol functions, provides law enforcement officers with a unique opportunity to prevent or deter potential WMD terrorist incidents.
